The department is committed to the five elements of the Child Placement Principle: prevention, partnership, participation, placement and connection and to addressing the over-representation of Aboriginal and Torres Strait Islander children and young people in the child protection system. The department is required by the Child Protection Act (1999) to work in a way that recognises the right to self–determination of Aboriginal and Torres Strait Islander people and that takes account of the long term effect of a decision on the child’s identity and connection with the child’s family and community.
Addressing the safety, wellbeing and cultural needs of Aboriginal and Torres Strait Islander children and young people is a priority for the department, to provide these children with safe, stable and culturally appropriate placements.
To ensure self-determination and to provide the most culturally appropriate service to Aboriginal and Torres Strait Islander children and young people in the child protection system, families may choose an Independent Person to assist them to have their say in significant decisions for children and young people.
